Experience

Lt. Payne grew up in Sycamore Township in Hamilton County and went to Sycamore Community Schools before attending college at UC and Mountain State University, graduating with a degree in Administration in Criminal Justice.  Lt. Payne graduated from Great Oak Police Academy in December 1999 and was hired by the Warren County Sheriff’s Office in January 2000.  Lt. Payne has worked at all the Sheriff’s Office posts including working in the criminal investigation section.  He has been a supervisor with the Sheriff’s Office for over 10 years and has served as the commander for the Warren County Sheriff’s Office Corrections Academy.  

 

Lt. Payne graduated the Police Executive Leadership College and is currently serving as a board member for the Mental Health Recovery Board serving Warren and Clinton Counties.  He was also elected to the Charter Commission for South Lebanon as the transition from a City to a Village.  He lives in South Lebanon with his wife and two children.
